Why does availability differ from one state to another?
HelloMillions does not offer the same access in every jurisdiction. The Terms of Service set territorial eligibility for the service and require customers to be physically located where access is permitted. The Terms also say customers must be at least 21, or older if their location requires a higher age, and legally allowed to use the service where they are located.
That produces more than one kind of restriction. A state may be listed as a prohibited territory for the entire service. Promotional contests may be unavailable even where entertainment-only Gold Coin play remains possible. Separately, an individual game supplier may withhold particular games in additional states under its own rules. These categories should not be treated as interchangeable.
The availability rules can change. The Terms page dated July 1, 2026 has itself appeared with different Tennessee wording before and after the July 13 transition, while retaining the same version label. That is why an old list copied into a forum post or search result can quickly become wrong. The availability overview provides a dated reader-friendly snapshot, but the current rendered Terms remain the governing source.
What does a state restriction affect?
The effect depends on the restriction shown in the current Terms and on the location check applied to the account.
| Restriction type | What it means | Best next step |
|---|---|---|
| Service unavailable | The Terms identify the location as a prohibited territory | Do not register or attempt to access the games from that location |
| Promotional contests unavailable | Entertainment-only Gold Coin play may remain, but Sweepstakes Coins promotions and prize redemption are not offered | Read the Terms and the Gold Coin-only guide |
| Supplier-specific restriction | One provider’s games may be hidden even though other games remain available | Check the site’s supplier restriction list |
| Location cannot be verified | The device or network did not provide the location information required for access | Enable location services and follow the geolocation guide |
A restriction is not evidence that an account or balance has been erased. It describes whether the service, a promotion, or particular games may be used from a location. Account-specific questions, including an existing balance or a request already under review, should be taken to Customer Support rather than answered from a general state list.
Why might two people in the same state see different games?
HelloMillions carries games from multiple suppliers, and suppliers may impose additional territory rules. The supplier list names the provider and the extra states in which that provider’s games are restricted. Because this is game-level availability, one person may compare their lobby with a screenshot from another state and see a different selection without the entire service being restricted.
Other account-level factors can also affect what is visible. Do not infer a legal restriction solely because one game or promotion is missing. First confirm the state-level status in the Terms, then check the supplier list. If neither explains the difference, contact support with the game name, device, browser, and the exact message displayed.
How should I check whether HelloMillions is available where I am?
Use this order:
- Open the current Terms of Service and read the territorial notices near the beginning.
- Confirm both your home state and your present physical location. Moving and traveling can change which rule applies.
- If the service is available but a game is missing, check the additional restricted states for that supplier.
- If the state should be available but the site cannot confirm your location, allow location access and remove ordinary technical obstacles. Do not use a VPN or proxy.
- Ask support to review an account-specific message if the published rules do not explain it.
The Terms expressly prohibit using a VPN or proxy to disguise an actual location. A location restriction should be resolved by checking eligibility or fixing permissions, not by trying to route around the check.

Frequently asked questions
Why can’t I use my HelloMillions account in my state?
Your state may be a prohibited territory, promotional play may be unavailable there, or the site may be unable to verify your location. Check the current Terms first, then your device permissions.
Why is HelloMillions restricted where I live?
HelloMillions applies territorial eligibility rules and game suppliers may impose additional restrictions. The current Terms are the governing source for service-level availability.
Can a restricted-state list change?
Yes. The July 2026 Terms include changes with specific effective dates. Always use the current Terms rather than a saved screenshot, old Help Center copy, or third-party list.
Does one missing game mean my whole state is restricted?
No. A supplier may restrict a particular game library in additional states even where the broader service is available. Check the supplier restriction list before assuming a state-wide block.
